黑龙江省是我国重要的商品粮生产基地，也是低温冷害发生比较频繁的地区之一，研究低温冷害发生的风险水平及其空间分布，是各级政府部门进行防灾减灾的重要依据。文中采用自然灾害风险指数法、层次分析法和加权综合评价法，在计算黑龙江省各县市低温冷害的危险性、暴露性和脆弱性的基础上，通过计算黑龙江省低温冷害风险指数LCDRIi，对黑龙江省低温冷害进行风险评估与区划研究。研究结果表明：黑龙江省低温冷害高风险区主要集中分布于黑龙江省西北部漠河县和塔河县，这一地区应该成为黑龙江省防御低温冷害的重点；黑龙江省低温冷害中风险区零星分布于黑龙江省各个地区，这些地区承灾体的脆弱性较大，所以低温冷害风险较大；黑龙江省低温冷害低风险区主要成片分布于黑龙江省中部和西部地区，轻风险区主要分布于黑龙江省中西部地区、东部地区和南部地区，这些地区低温冷害发生风险较低。

Heilongjiang Province is an important commercial grain production base in China; it is also one of the high frequency regions with low temperature and cold damage in our nation. This research did the research of risk assessment and zoning of low temperature and cold damage in Heilongjiang province by using nature disaster risk index method, AHP and WCA through calculting the risk assessment index LCDRI_i of low temperature and cold damage, under the elementary of calculating the dangerous, exposure, vulnerability. Some results were as followed : 1) the high risk regions of low temperature and cold damage mainly distribute in northwest region, namely, Mohe county and Tacheng county, this regions should be the most important low temperature and cold damamge defense regions in Heilongjiang Province; 2) the moderate risk regions sporadic distribute in most region of Heilongjiang province, this regions are much more vulnerable, so the risk level is higher, 3 ) the low risk regions distribut

黑龙江省是我国的农业大省，也是全国重要的商品粮基地，不断提高农民收入是黑龙江省社会主义新农村建设过程中的重要任务之一，也是保障黑龙江省粮食产量稳定，保障全国粮食安全的关键。目前，黑龙江省农民收入与其他发达地区相比仍有一定差距，进一步增收受到农民素质、结构调整、科技水平和组织化程度等方面的障碍。从各方面破除障碍，拓宽增收途径是黑龙江省农民今后增收的关键。

Heilongjiang province was not only a big agricultural province in China,but also an important national commodity grain base. Increasing farmers’income was one of the important task of new socialist countryside construction in Heilongjiang province. It was important to protect the grain yield stability of Heilongjiang province and ensure national food security. At present,compared with other developed areas,the farmers’income in Heilongjiang province had still a certain gap,further increasing income would be hindered by the farmer quality,structural adjustment,science and technology level and the degree of organization,et al. Breaking the barriers from all sides and expanding increment approach was the key to the future income of the farmers in Heilongjiang province.

龙食葵系列向日葵新品种由黑龙江省农业科学：经济作物研究所育成,分别在2002年、2003年和2007年经黑龙江省农作物品种审定委员会登记推广。该系列新品种特别适宜黑龙江省种植,推广应用效果显著,目前已成为黑龙江省向日葵主栽品种,促进了黑龙江省向日葵生产的发展。介绍了该系列新品种的特征特性及高产栽培技术,以期为广大葵农在品种选择和栽培技术上提供参考依据。

Confectionery sunflower hybrids Longshikui series was bred by Economic Crops Economic of Heilongjiang Academy of Agricultual Sciences,and was respectively registered and promoted by Heilongjiang Provincial Crop Variety Certification Committee in 2002 ,2003 and 2007. The series of new varieties were especially suitable for the planting in Heilongjiang Province ,and the application effect was significant. It had become the major varieties which promoted the development of sunflower production in Heilongjiang Province.Characteristics and high-yield cultivation techniques of Longshikui series hybrids were described ,so as to provide a reference for many peasants in the selection of species and cultivation technical guidance.

黑龙江省是一个多民族杂居的边疆省份，少数民族人民创造了绚丽多姿的传统体育活动。它们是历史文化的瑰宝，更是黑龙江省特色旅游、民族旅游开发的宝贵资源。采用文献资料法、逻辑分析法等研究方法，分析了黑龙江省少数民族传统体育旅游资源开发的意义和原则，提出了传统体育旅游资源开发的策略，旨在为黑龙江省少数民族传统体育的现代传承提供借鉴，为黑龙江省旅游业的长足发展提供理论参考。

Heilongjiang province is a frontier province of multi-ethnic mixture. The minority people have created colorful traditional sports activities. These activities are historical and cultural treas-ures;they are valuable resources for tourism in Heilongjiang province. Through literature review and logical analysis method,this paper discussed development significance and principles of minority tra-ditional sports resources and presented development strategy. It is hoped to provide suggestions for modern tradition of Heilongjiang province minority traditional sports and offer theoretical reference to rapid development of tourism in Heilongjiang province.

阐述了黑龙江省有机水稻的生产现状,分析了4个影响黑龙江省有机水稻快速发展的主要制约因素,提出了5项促进黑龙江省有机水稻产业健康发展的主要对策。
